You can do a complete the record just in case you get injured during WOCS. It is not a requirement but rather a recommendation. I did not close out my rated time prior to WOCS and everything worked out fine.

No they do not. They will get placed in your restricted file and you will never hear of them again. Unless of course you become one again, then they may be of assistance.

No, they will be placed in your restricted file but future boards may look into your restricted file for whatever reason.
