It looks like this was next to the campus but not on, the campus. The media is hyping it up because of all recent "campus" shootings. Also, some food for thought, this person may have been a student and the victim may have been a student but this happened in an apartment near the school, not on school grounds.

Just for info Texas Southern is in the middle of one of the worst ghettos in Houston and they have shootings in the neighborhood every day. Also stabbings, armed robberies, rapes, etc. Until now it has not been a big deal. It has been that way for as long as I can remember.

Apparently this isn't exactly a new thing at TSU. As best I can tell though, both shootings though were targeted rather than random/spree in nature. The only thing they have in common with Oregon is that a gun was involved.
