President Trump said Thursday that he hopes the military troops being deployed to the United States’ southwestern border will not have to fire upon any migrants attempting to enter the country through Mexico, but warned that if any rocks are thrown from across the border “we will consider that a firearm.”
“They want to throw rocks at our military, our military fights back,” Trump said. “I say, consider it a rifle.”

Rocks are not modern bullets but they can kill just as surely and just as dead as a bullet to a vital organ. Lethal force is an instrument of last resort but it is an instrument that if forced to, the nation will deploy.

Just because they appear to be unarmed does not make that fact.

One wounded migrant will be a National disaster.

If they go into a signed danger area - they knew or will find out better!

Yup, Better ROE than we had in combat. Guess if you don't want to get smoked you probably aught to not swarm the border and go to the legal ports of entry.

What I've heard quoted from Trump is "consider the rocks and cans they throw at you as a rifle". DOD establishes ROEs after running it by legal as well as the WH. Mattis said he is responding to a request from DHS. They requested trigger-pullers, but Mattis refused that and approved what they are now sending.
