Current Army Travel Policy/ALARACT?

Does anyone know the most current ALARACT message on official travel. I am fighting the fight to get rental car authorization at Ft Bragg.

Perhaps the issue is not within the JTR but your unit been stingy rather than make your trip efficient?

Its easy. Ask them how you are supposed to get around without a rental car? Taxi is an option but expensive as hell. POV is definitely not cost effective vs. the rental.
Without ground transportation, TDY is useless.
