Talk about bad news. Of course he should be promoted. His family deserve to see the Navy do right by them. He would be a Chief today if he lived. The first part is "frocking" - you make the rank and they give you the stripe. And the title. And the workload. But NOT the money. So he is already a "Chief" as he was a selectee. However, several months later is when the money kicks in (the second part). Now...my name title is "PO3"...what if I told you I passed the E-5 test prior to being medically retired? Oooops. Looks like the Navy didn't fork over the cash... More than likely they won't fork over the cash for the dead Chief either. They'll gladly call him "Chief" but thats about it.
