I think the 5 point plan is a great idea. However, I believe that networking is the most important point made.

Furthermore, networking doesn't start when you get out of the military. It should be a regular part of your professional life.

Websites like RP and LinkedIn facilitate networking and building relationships. I'm a HUGE proponent of both sites.

As far as networking goes, make yourself a business card, a business phone contact (that can be shared), a CV and a resume. Pass and share all of these regularly in a professional manner.

Connect! Build relationships.... Talk to people and shake hands. Get involved in your community. Make your name and face known.

The military should convene with a dynamic list of industries to cross walk military skills with civilian careers to help enumerate different possibilities to veterans.

Good advice, but a lot of this information is (or should be) already put out in Transition Assistance training.
