Nor even the url listed in that same regulation. As of today (20190310), the most authoritative source of information is here on The Adjutant General Directorate's portion of the HRC portal: https://www.hrc.army.mil/content/Foreign%20Award%20Info

Not all of the links on that page work either, but it does include updated Appendices D and E, updated as of 27 February 2019. Based on the layout of Appendix E, and the lack of any restriction next to it, I would be comfortable wearing the Holland Four Day March Ribbon as long as it had been awarded in accordance with the instructions for awarding a foreign decorations in Chapter 9 of AR 600-8-22.

AR 640-30 covers DA Photographs. And while it warns that the sample images in it are not to be used as guidance for how to wear the uniform (it defers to AR 670-1), at least one of the sample Soldiers does appear to be wearing a foreign decoration. Also, the word 'foreign' does not yield any search results and based on a quick scan of the text, it doesn't seem to specify anything restricting the wear of authorized foreign decorations.

AR 670-1 also does not specify any restrictions for official photographs (to include DA photos). In DA Pam 670-1, there are several items listed as not authorized for official photographs:
1) Infantry shoulder cord - 19-30.a(2)
2) Temporary unit awards - 20-5.b, 20-10.c, and Table 20-1
3) Gold Star lapel button - 20-6.c
4) Next of kin lapel button - 20-6.d
5) Temporary badges - 20-17.b

I couldn't find any sources that indicated a reason not to wear a permanently-awarded foreign decoration authorized for wear on the uniform, for a DA photo.

I completed the march in 2009 but never wore it. I know 600-8-22 now has it for acceptance and wear. I know I can only wear one foreign decoration at a time so I’m assuming I won’t be able to wear foreign wings or my German Schützenschnur or is it like the NATO ribbon equivalent mean you can wear a foreign badge with it. Notice the lack of restrictions
B. Look Closley there are two awards issued by the Dutch. The Standard 4 days March aka the civilian version. and a few lines down is "Netherlands Armed Forces Marching Cross." Most of us who marched as a unit would qualify for the latter. If you went on your own, then most likely you would get the civilian award. I was station and worked with a Dutch Field Artillery unit.
