I'm enlisting soon and 17c seems like a great MOS. I have no more than average computer knowledge and a great ASVAB score. Can I still enlist as a 17c? Is there a pre-qualification test outside the ASVAB?

If you're a SPC, then that would be a reclass packet, which behaves entirely differently than going in brand new as an IET soldier.

The 17C AIT is designed so people with virtually no computer skills / familiarity can learn their MOS. So the answer to the question is yes.
There is a 39 question pre qualification test known as the ICTL or cyber test which emphasizes networking concepts. You must score atleast a 60 at MEPS. I highly recommend studying for the ICTL and being prepared to study a lot once you reach AIT.
