Only time I’ve ever seen it approved was for Use or Lose and it wasn’t without a fight. Point is, meet the standard and you won’t have an issue in the future. A flag means that ANY positive actions are denied and that includes leave, even if you are maxed out on your leave days. You cannot go on leave, get promoted, go to any new schools that are not part of your enlistment contract, re-enlist, cross train, etc. Nothing, not until you get that flag lifted by your command. My ERB does not show that I am flagged in either my old ERB with my failed pt test and my updated one with my passing score. Also they have approved my leave prior but lost it. Now they are making it an issue regarding my supposed flag. I also read into both AR 600-8-2 and AR 600-8-10 regarding both flag regulations and leave and pass. Does not say anything about me not being able to take leave for being flagged for pt failure. Also regarding leave is defined as earned. Granting leave is the discretion of your commander anyways, so if he wants, he can pull it. Leave in and of itself is earned monthly and though the approving of it for a given period can be denied to prevent a favorable action, normally it will be granted in this type of circumstances. The IG within your first GO level HQ in the chain of command should be able to provide you additional info. Additionally you are required to be counseled and provided a copy of your flag when it is put in place. Best COA is to pass your APFT.
