No Idea IF Or HOW You Could Possibly Manage To Do It..
I'd Think It'd Be Pretty Difficult To Accomplish By Doing It By Phone.
During My Service Time,1961 -1965, I Completed Just Over 30 Programs Through USAFI & NAVPERS.
I Have No Idea HOW You Could Use Your Phone To Do A Program That Way.
