If it's part of a Commander's policy (or similar situation), then your soldier should be able to obtain a letter from their agency confirming a valid policy. IF you are just fishing for information you'll likely encounter difficulty obtaining details. Many companies are hesitant (and rightfully so!) to provide information without authorization from the policy holder or without receipt of a valid court order/subpoena. You might 'trick' them out of the information but be prepared for the fall out if the member opts to file a complaint. Sure. Shoyld you? In most cases, no. If the Soldier presents a valid proof of insurance, this should be accepted as verification 99% of the time. She didn't have insurance and received an article 15 for it.
