Can we use the GTC for a rental vehicle? My car ships from Hawaii August 12th. I report to Fort Benning September 10th, any advice?

If not. Kind of SOL for a good month and as we know Fort Benning is not a small place.

I see no reason why not; however, be aware that the billing cycle for your GTCC does not change while on PCS status. Consequently, if you have an outstanding balance on your card from the rental when the monthly cycle closes, your card will be delinquent. Your gaining unit will understand that you are waiting for travel reimbursement, but still not a great first impression to inprocess with a delinquent GTCC.

But still responsible for the billing cycle and interruption or delay of your pay due to PCS is not a valid reason to to be late on the GTC.
For that reason I always suggested it as a LAST resort to my SM..Using personal cash or CC as you can float that CC charge (at a price) until you get your travel settled.
The Few $$ you may spend on interest on a Personal CC as you hold a balance a few weeks longer till you can settle IMHO is better then dealing with the stress and lateness of a delinquent GTC account

What situation are you referring to... The obligation of a SM to pay his bills on time IAW the contract entered?
Please state what you are asking, as to me at least it's not clear.

The answer is both, the program exist because the Army had the credit rating to organize the program, the card is issued ONLY to a SM in good standing with credit. .. SO less a debt to income deal, just no BAD debt hanging out there. A SM can be denied or have the GTC revoked for bad credit issues.. failure to pay, foreclosure, forfeiture, bankruptcy

The way I read this is a soldier did not have the option with travel pay. In my day, you could collect advance travel pay to offset the expense. But, as I read this the soldier does not have a choice but is given this card and then must pay the debt weather he gets paid or not. maybe I do not understand this completely. but if a soldier is not given the advance travel pay, but given a credit card for travel, then the Army does not pay him on time then The Army set him up for failure.

If it is involved with a PCS movement, then the answer is yes. That being said, I am not sure about the paperwork problems involved in changing MACOMS and would consult with your sponsor when you get to the mainland.
