The same issue abounds at our Southern border (nearly 6000 dead since 1998) as well as with the stretch of water between Cuba and the Florida Keys (estimated 16,000 dead since 1959).<br /><br />Of course, Cubans have a special incentive, as they are granted legal permanent residency, and eventual US citizenship once they step foot on dry land. When they are caught, depending on where they are from put them back on a bus, train, plane or boat and send them back. Yes it will cost money to do this but it will be cheaper than allowing them to flood a broken immigration system. The state of GA, and a few others, like AUS was set up as prison colonies by the British. The US used to let all in because we need people to help settle the US and then out West. Times change and the risk of open borders have changed.
