Previously the Article 15 was filed in my Personal File and I was passed over every year until it was moved over. I think you are good if it's in your "Restricted File" and you have been stellar and meeting your marks career wise within your CMF. I've heard of a few that had to be redone once political involvement or tampering was detected. Advise you partner with CSM for a pulse and go from there. It's your current status that matters most. It's helpful you've been promoted. If you've had further adverse actions that is not good. Other than that it's 6 to 5 and pick em. They shuffle through the deck fairly quickly and if you have a good current record it may help. There are rules about the deadline for submission of favorable materials for each board, so maybe your CSM(s) can get the CO(s) to send something in. Only you know the command climate, so factor that in, also that I know nothing about Army boards. It's all based on the needs of the Army and staying within regs. It specifies what is fair game and what can be looked at. It also contains the criteria for selection, how much weight goes where, what gets a favorable nod and not. The S-1 Shop should have ready access. I sat a number of boards and was amazed how SMs seldom look that stuff up or Senior NCOs and officers not knowing and not mentoring their juniors about it. Sure you know about your pedigree steps, but it's worth it to know what gets looked at, why, and what's done with it. Also make sure your record is clean. If there's derogatory stuff that calls out what later went into the restricted file, I presume there's a process to sanitize it as appropriate. BTW, your grade is determined by what's going on during your SSG time. Going back further tends to be reserved for the folk that are in the Third Crunch at the board as at that point, the members are looking for reasons to toss, not promote. Toss enough and you will then hit the magic number. CAPT Kevin B. The boards have been moved to the right as they begin integrating the changes for evals and STEP. This is due to the new National Defense Authorization Act (NDAA) which changed how soon centralized board selectees are promoted (1 year now vice 2 years as previous NDAAs). They can see your restricted file and if your infractions happened while you were a SSG then you will have a tough hill to climb for recovery of those actions.
