Can the Army defer QMP separation in order to conduct separation hearing for misconduct (unrelated to QMP decision)?

Soldier was to be separated QMP. While soldier was on terminal leave, command had HRC defer the QMP separation 6 month in order to conduct administrative separation board for misconduct. Soldier returned to duty stationed, board was conducted. As the six months approached, command again contacted HRC, this time had the QMP separation orders entirely rescinded and continued to process the soldier for misconduct.

The this guy was administratively discharged under QMP, then while on terminal leave, his command pulled him back to chapter him? Now the entire QMP orders an rescinded?
I kinda hope this guy wins the admin separation board just to show a lesson of wasting time.

The command must really hate this guy to want to make sure he leaves with a negative characterization of service (hope they have plenty of documentation for that). Otherwise, they are wasting a lot of time, effort, and resources to achieve the same result.

Short answer is obviously "yes".
Would kind of be interesting to know what circumstances led to QMP selection In the first place; Poor performance or pattern of misconduct.
Kind of hard to be empathetic without knowing more background, and the fact that commands can and do pull folks off terminal leave to handle misconduct more frequently than folks might think.
