Wear of the IBA/IOTV is dependent on the time of year. I am not sure if they are still on the winter packing list. Normally, the black shirt's inspect assault packs after the road march to ensure you still have the full packing list. You don't want to be drop because you missed a pair of socks or something. You also want to wear your most broken-in pair of boots. If you miss an item, you get dropped from the course. The school had one last inspection after the end of the 12 mile ruck march and a few Soldiers didn't pass after all that time. They modified or missed items on the final inspection. We were the first class in 2007 when the DIV CSM had us wear the IOTV with plates. It was heavier for sure but I still managed and adjusted the game plan to complete the 12 mile at Ft. Hot summer mornings, they'll have you put plates in the pack as well and possibly have you cuff your pants and jacket. May just get away with wearing a PC as well.
