I'm guessing you're asking this because you received a Ht/Wt at your reception so you now know that it can be done

Your unit is reception until you are handed off to your next unit, which means the reception commander is your commander and has the authority to weigh, tape, flag, and UCMJ you.

Most Repo Depots that I reported in to throughout my career took a ht/wt before sending a soldier to the final unit of assignment.

In 2009 Fort Bliss Reception Battalion would perform Ht/Wt, APFT, and ASU in-ranks inspections as part of the in-processing schedule. Rumor had it that I Corps was doing he same thing at JBLM in 2018.
