Can pros and cons be voided if a Marine is not counseled?

I have a fellow Marine that was given proficiency and conduct marks of 4.0/4.0 before being sent on TAD. His NCO's say they had recommended him higher marks but the section SNCO (currently no OIC), apparently went against the recommended ones, screwing his average up. My understanding is that if you receive pros and cons below 4.3 you need to be counseled on them. He was not.

He is a good Marine. No page 11's or Article 15's. A couple negative counselings for that things that happened over 5 months ago. No shave and not completing an assigned task due to a miscommunication. Either his SNCO has it out for him or he did something he's not telling me. But his NCO's said that they definitely recommended ones better than he got. Now, they cant ask the SNCO about it because he got transferred to another base and their current SNCO just got back from a deployment. Now he's thinking about requesting mast and I told him to hold off until I could find out any more information because his NCO's don't really know what can be done.

Regardless of the markings the Marine should be counseled. Does it always happen, no. The markings of 4.0 are average per the IRAM, MCO P1070.12K Ch. 1.
