It's like failing the PT test, your command can do a diagnostic PT test every day, nothing prevents them from doing that (I am not saying it's smart or they should). The HT and WQT aren't being done as punishment. The command is being pro-active to make sure that you can successfully complete your contract. If weekly HT and WT's consistently indicate no progress or backtracking, corrective action can be taken sooner than later.
