There are several elements of national power we can apply to Mexico to get them to pay for the wall. We have the capability to cut off the flow of money from people in the US to Mexicans. I saw the number $43-million per year a while back. We can cut off all or some foreign aide. We can tighten our border entry policies so that fewer Mexicans can cross the border each day to work. We could apply military force, but that 's not a good idea. Then there's the hundreds, perhaps thousands, of Mexican citizens currently getting three hots and a cot in US jails for all types of crimes. We would "offer" to send them all back home at the highest rate possible. There are probably many more I haven't mentioned. The great thing is that Mexico paying for 100% of the wall is the opening position in a negotiation with Mexico over border security.
