Basically, it's a list of all Army MOS' and their current manpower divided between junior enlisted, E-5, E-6, and E-7. At the moment, it actually seems to me like 31B is overstaffed and 88M is understaffed, so it's not likely you'll be able to reclass to that anytime soon. Just like Being an 88M does not help you become a truck driver.
