So I have been trying to reenlist and reclass MOS from 74D to 35T. My ETS date is next year July. Unfortunately I received order to South Korea starting in September this year. So I went to my career counselor and he told me that the only way to get my orders removed and reclass is to sign a DCCS statement stating that by the time I get there I will not have enough time left in my contract to do the full tour (South Korea is a year). So I signed the DCCS, he told me that after the paper go through that I will be able to reenlist and reclass, since it is my first contract, that shouldn't be a problem.
I just want some clarification to know if I will really be able to reenlist or what will be my outcome.

Did you sign a declination statement form DA Form 4991-R or did you sign a memo that says you will not reenlist?

Being a first term Soldier you should have signed a memo that is called a First Term statement. Once that is through then you can reenlist

If you signed an actual form that has about 10 places you had to initial then that was a DCSS. As a first term Soldier you are not required to sign that. If this was your second reenlistment and you signed a DCSS then you would not be allowed to reenlist. If you did sign a DA 4991-R then your Career Counselor made a mistake, but it is one they can fix

To be honest the paper I signed had only 1 spot to sign (If that's relevant). The thing is that I'm trying to reenlist using the option to change my MOS. To be honest, I really don't want to go South Korea, not because of the place but because of my job. I will try to go see him today to clarify and updates.

Signing in only one spot sounds like a memo. Yes, that information would be relevant, and thank you for providing it. It's a useful clue. If it is, indeed, a memo then see above for a memo.

Did this change in the past few years? I signed a DCSS in '17 and would've been able to re-up after 90 days. I switched to the reserves however, with no break in service

SSG (Join to see) there's a difference between a DCSS and a first term statement. You weren't eligible for a first term statement

Declination of Continued Service? You just self barred yourself from continued service. I mean, he was right that you wouldn't have enough TIS remaining to meet obligation of tour. SFC (Join to see), can you provide a clear answer for this young troop?

LTC Jason Mackay - It's not new, just not very well known. It's only for first termers. It's also why Branch Managers don't usually put First Termers on assignment very often, they just wait for them to reenlist for a duty assignment.

I signed a DCCS statement in 2007 and was able to reelnlist needs of the Army. I had to see my Brigade Commander to make it happen as he held the authority for removing the DCCS. I even got a lump sum $27K bonus (minus taxes) as part of the deal.

It’s a pretty inflexible thing, but there’s always a way to get a waiver.

I have been looking for this answer everywhere; as I currently have a DCCS statement with my name attached to it. Except I refused to sign it (with 1SG as a witness). I am in Korea just after re-classing and got hit with "either reenlist 2+ more years or get out," instead of allowing me to PCS back CONUS per my original orders, so I could ETS 6 months after the PCS back CONUS. I personally see the original orders to Korea as a mistake made by the Army. My other options were obviously sign a DCCS/DEC (or refuse to sign anything, in which I refused). Either decision lengthens my tour here for 6 extra months. I am now thinking about staying in and am searching of how to reverse this whole DCCS mess. I was also told by the Career Counselor I would become the needs of the Army if I decided to stay in after getting the counseling. So it sounds like I would end up re-classing again haha. Which is ok with me. I don't enjoy this branch after originally coming from an Infantry unit as a Cav Scout. I'm willing to role the dice, but would like to know if it is worth it. I've never had any adverse punishment in my 5 year career and have been liked by all leadership I cared to be liked by. So hopefully my Brigade Commander will open the door to this.

CPL (Join to see) needs of the Army only refers to the assignment. You have to request to reclass, and that won’t be your option if they lift the DCCS. I doubt there will be any way around the extra 6 months in Korea if you are able to get it removed.

But you won’t be worried about that after 20 years when you are cashing that golden paycheck every month. And once you get to Medicare age, you will have exponentially lower healthcare costs that are far more valuable than anything you ever received or didn’t receive when you were active duty. Staying in was one of the best decisions I ever made…
