Outside the reenlistment window reclassification is possible, but you must follow some specific guidelines, you need to visit your BN Career Counselor to get more information. That MOS only accepts non promotable E4 and below. The only way around the grade requirement is to contact the MOs proponent and ask for a grade waiver.
