Can I just request S1 to put the GWOT or the GWOTSM on my ERB? Enlisted in April 2018?

You've been in long enough to know how to find regulations, look it up yourself and direct questions to your NCO support channel.

HRC has a questions page that tells you about the award. If your commander deems that you have qualified then you can have it added. I have never seen a memo for it but you may have to ask your S1. You may not qualify for it.

Do all active duty Soldiers qualify for the GWOTSM automatically?

A5: No. In March 2004, senior Army leadership made the determination that all active duty Soldiers serving on active duty since 11 September 2001 had served in some way in support of GWOT. Therefore, Soldiers serving on active duty at that time were all authorized the GWOTSM. After March 2004, the award approval authority, Battalion Commanders, must determine that a Soldier serving on active duty has qualified for the GWOTSM.

Sure. I mean, you can request they throw a Medal of Honor on your ERB. Anyone can request anything.
Now, if your goal is to actualy have them add it, you're going to need your orders history and excerpt from AR 600-8-22 justifying the award.
