The big issue appears to be that you'll be required to enroll in an ROTC program during your time in school. While you can attend classes while over in Germany through a number of schools, I'm not aware of any Army ROTC over in Germany. If that's indeed the case, your best bets might be to either try to get into the GTG program now (and try to get both sets of orders changed) or pursue it once you get back stateside.
