My last OER was a mobilization OER from September 2012. At the time I never pressed the issue since I was getting completely out. However years later I sought to re-enter and was just reappointed as a Captain in the Reserve. I would like to progress my military career so I am concerned about this 15 months of unrated time just before my break in service. I do know who my rater was, would they be able to make an OER 7 years after the fact or what are my options in dealing with this when I come up for MAJ in a little over a year? Selection rate for O4 is fairly high at the moment, so as long as all your other ducks are in a row, having unrated time shouldn&#39;t keep you from getting promoted. Check with your S1 and cite this regulation and paragraph. So the first OER back in a TPU status should include your unrated time. I don&#39;t know if they cover a break in service. Your S1 may have to call HRC to verify. the unrated time codes in the OER writing tool has a way to enter multiples. <br /><br />I had a 33 month &quot;annual&quot; that covered 18 months of grad school and 12 months at the Naval War College back to back so it can be done. Once he is assigned to a Unit, the Unit will begin to see him listed on the overdue Eval report, they will code him as just assigned. Once his annual is due from the date he was assigned, then his new Unit will evaluate him for that rating year. The missing OER will become an issue once he is preparing to go to the promotion board, at that time, he can submit a letter to the president of the promotion board explaining the circumstances for the missing evaluation and his current Commander can sign it.
