If you have met time in service and time in grade then they have to do a formal counseling to let you know why. The command would have to deny the automatic promotion and submit paperwork to stop an automatic promotion. If this wasn’t done and you have the time in service and the time in grade for promotion to E4 they would have to promote you with the original effective date. I hope this helps, good luck to you.... Unless there is a flag on your record preventing it, I&#39;d say your command owes an explanation. They may be using the logic of &quot;well, he&#39;s going through MEB so we&#39;re gonna lose him anyway&quot; but they still have to justify in writing why the promotion is being withheld.<br /><br />I&#39;d tactfully ask to speak with your 1SG/CSM and Commander and have them explain their decision to deny the automatic promotion. Assuming you&#39;ve met the TIS/TIG requirements, they must justify the withholding. Better yet, have your PSG find the answer or go with you to the Commander&#39;s office. That&#39;s his/her responsibility also.
