It won't let you add one until you're verified.

You can add a picture by going to your profile page (click on Profile in the header above) and hover the mouse over your image placeholder. Then click on "Edit" in the top right corner of the placeholder image.

Please note this cannot currently be done on the mobile (phone) version of the site.

put your mouse on the photo in your profile, and it says EDIT,, i think
