Can anyone on here can give me advice regarding problems with house construction contractors?

According to the agreement, he supposed to finish within 3 month. However by now it is more than 4 months. I'm paying rent and mortgage same time. It's very hard. I really wanna finish this house. But my contractor keep asking money without doing proper work. I already paid everything but 10% left which is final payment. Anyone know I can get help in New Jersey ?
