I have looked at a fair share of Federal Job seekers working a the VA. Big Thing I try to tell people gear your resume towards the Knowledge, skills, and Abilities, put that close to the top, not as an after thought. Pay special attention to buzz words and phrases in the posting and make sure you reflect those. Also a lot of people do not realize this, you do not have to go in at the lowest pay scale. If you are making more as an E-6, that is still federal pay, your hiring authority can bring you in at a higher step grade to equal what you were making. For the record that is base to base pay. Everything else is moot. They don&#39;t have too, but you can negotiate it. That is the key. I did the same thing for a guy who worked for me as well. It is a paperwork issue. People will tell you it is not possible but check out the Office for Personnel Management and you will see that is very possible.
