Not many people are doing waivers. As far as POC's you can go to USAJobs and take a look for any positions available worldwide. Your friends best bet if he wants to continue working for the Government is to find Contractor jobs at the location he wants to go to. There is no such 180 day requirement for those. Its what i did when i Retired in October.
