Agree with 1SG Russell Scott that STD is "Standard of Conduct". My Navy neighbor concludes that "CDT is Career Development Team, which is part of the Navy's Career Development Program, processed and monitored by the Navy's human resources systems using the Standard Integrated Personnel System (NSIPS).

I'll pretend to understand that.
