Was the no work slip due to illness? If so, did the slip specifically say no work and stay in room? Or was there no specifics mentioned about quarters? If it is so severe that they are on total bed rest and can’t get to the Aid station that is remedied by the Commanders approval until the Soldier can be re-evaluated. None the less, Soldier should not be site seeing and window shopping. A Soldier is always subject to UCMJ, so this Soldier in my opinion should be reviewed for sone form of discipline. The military medical system is specifically tasked with considering a member's fitness for duty and coordinating decisions and recommendations with a patient's command. The patient must present any degradation of their ability to their unit where the Command authorities will determine whether the civilian slip will be accepted or the individual will be referred to military medical for evaluation. Get emergency medical treatment as needed but follow-up with the Military PCP. It is simple to just go to Military Medical after emergency care is done to get the appropriate chit done for bed rest.
