As long as the Soldier is not flagged or otherwise ineligible for Favorable Personnel Actions. Your references for this are AR 600-8-2 and AR 600-8-22. It is definitely hard to be seen as award worthy when going through that process (I also did a MEB). If it is from prior accomplishments and apparently in line with the Army Regulations others have stated . . . I think that soldier is fine. They can be put in for the award. Other services for example the Marines have stricter award requirements. I was removed of the C-10 roster for failing to take the APFT test because of surgery for a plate and bone graff being placed in my neck. Just another chapter for the Toxic Leadership Book.
