Can a soldier call Staff Duty to sign in or out for leave?

That would be a local policy issue. At my post only E7+ can call.

That is in the hands of your Command- their SOP will state which you can do- most require you to sign in person.

It is different at each post, but the general rule of thumb is SFC and above can call in. Honest truth, I have never been in a unit that allowed anyone below that rank to call in. Check your policy letters, Leave guidelines are always outlined in a policy letter.

While Commanders can require your physical presence to sign out on leave through SOP, the regulation only requires you to be physically present in the local area, including the place where you normally commute from. At my last unit, there was no requirement to sign out physically or to make telephone call. If you had an approved leave you were automatically signed out unless you cancelled the leave. Soldiers were expected to have integrity that they were in the local area. Check with your S-1 for your unit's requirement.

That's up to the CoC. If you are there within the AO, 1SG might say go there physically to sign out. This is because Soldiers have a habit of leaving for their leave/pass earlier than they are supposed to (i.e. start driving the night prior, etc.). That's why there is a regulation in place for that. That being said, your CoC can dictate it at their level. For example, the MP platoon in Italy belongs to an MP unit in Germany, therefore they have to call staff duty from here to there to sign out.

SSG Private RallyPoint Member Terminology Definitely Makes the Question Challenging. Staff? I Served on a Couple "Staffs" Flag Officer. Calling a Phone Number is Pretty Common when You work on an Admirals Staff.
