Honest truth, I have never been in a unit that allowed anyone below that rank to call in. At my last unit, there was no requirement to sign out physically or to make telephone call. If you had an approved leave you were automatically signed out unless you cancelled the leave. Soldiers were expected to have integrity that they were in the local area. If you are there within the AO, 1SG might say go there physically to sign out. This is because Soldiers have a habit of leaving for their leave/pass earlier than they are supposed to (i.e. start driving the night prior, etc.). That's why there is a regulation in place for that. That being said, your CoC can dictate it at their level.
