Can a soldier be QMPed with 18 years of service?

This soldier I know is going to hit the 19 years of service in November. He received a letter from the QMP board last week saying that they saw he was withdrawn from the promotion list and he ll soon receive the official QMP letter. He is obviously hoping they will let him retire.

What did he do to get pulled of the promotion list? That might be the indication.

"Elect voluntary retirement in lieu of QMP board consideration. If you will have 19 years active service as of the board convene date you are eligible for this option. If eligible you will be notified that you may submit a request for voluntary retirement with a specific no later than retirement effective date. You will also be given a specific suspense date for when the retirement application must reach HRC."

I'm not a fan of up or out. A soldier can be a perfectly happy cook, and never want to be a mess SGT. That soldier just might be a solid asset wherever assigned, yet have no desire to rise beyond E5.

Yes he can and the instructions are right there on the notification letter that he can retire.

I saw it happen. I don't know what the E-6 did. I felt a little bad for him.
