Can a soldier be denied awards (specifically end of mission awards) for being on a medical profile?
Note: soldier passes APFT (bike instead of run) and height/weight?

If you're not flagged, I don't see why it would make a difference. I've served with a number of people who have been on permanent profiles and had VA ratings and they still got theirs. Maybe something has changed in the last 4 years though.

As long as you are not flagged you cannot be denied an award you were recommended for. However they do not have to recommend you for an end of your award.

You can recommend this SM for an award but they don't have to approve it. Awards are not a given in any situation. Even those for PCS, ETS, and possibly retirement can be waiver utilizing the proper memorandum and rationale. Is it necessarily right? Probably not. Is it against regulations? No.
