I've served with a number of people who have been on permanent profiles and had VA ratings and they still got theirs. Awards are not a given in any situation. Even those for PCS, ETS, and possibly retirement can be waiver utilizing the proper memorandum and rationale. Is it necessarily right? Probably not. Is it against regulations?
