Can a replacement detachment approve paternity leave, or will I need to in-process with my gaining unit first?

I recently PCSed from Ft. Wainwright to Schofield Barracks. My wife and I deferred our COT entitlement in order to meet the requirements for her flight restrictions (Pregnant) and instead took 3 weeks of PCS leave on Oahu. I signed in off of leave and was set up to begin in-processing with the replacement detachment the following Monday. The day before that (Sunday) my wife’s water broke and our baby girl was born soon after. I have kept in close contact with my current chain of command with the replacement company concerning my situation. I was notified by an LT from the Soldier Support Division (Upper Echelon to Replacement @ Schofield) in regards to the latter but he was unable to verify whether or not I would be granted Paternity Leave now or post in-processing by my gaining unit. The question I have about my situation is am I going to have to take time away from supporting my wife and newborn in order to simply in-process in order to be granted the authority to approve a Paternity Leave? Or would I be able to be granted such leave by my current temporary command?

A better alternative will be to ask to have an expedited inprocessing. You absolutely need to inprocess to a certain extent because of finance and housing. You have to be arrived to your unit in order for them to have the authority to send you on leave. They could make an arrangement for you to return to go through reception for all the non immediate items like SRP, CIF, and all the briefings you need. But you absolutely need to start your OHA/BAH and be pushed down to your unit.

During the time where the brigade I was in was shutting down I went and was a PSG at reception until I inter post transferred. During that time we had people taking leave for PTDY, emergency, vehicle pick up at ports blah blah.. The commander at the reception Battalion should be authorized to permit leave as you technically belong to them during the time of in processing.. I’m sure each post has its regulations governing it but I would think yes, you could and that’s a more than fair reason.

If I am getting this right, you took PCS leave and got your wife to Hawaii while pregnant, signed in to your new unit, and the day before you were supposed to report to your unit for inprocessing, your wife had the baby.
If all of that is correct, you should get in contact with anyone at your new company (S1, a SFC, etc) and inform them of the situation and that you need to submit paternity leave paperwork ASAP. What may end up happening is they need you to complete inprocessing at the unit level before they even have the "authority" to grant you that leave.
TL;DR: It all depends on if the people you are talking to are extremely proficient at their job, or if they will use "I don't know, so inprocess first" to make sure its done right.
