Now that may have changed but that's the way it was when I was in but then they have auto promotions these day never heard of them until now either. Regulations don't specify every single thing that's not authorized. They tell you what is authorized, and if it's not mentioned, it's not authorized. <br />There is no need for a promotion board to E4 because the rank is automatic.
