I came back from Kuwait a few weeks before the main body did because I was on PCS orders. That said, higher level NJP authority is not granted as you have to have the higher rank. Same goes for pay. Happens all the time with selects/promotables going into their next job. Have to chuckle over AAMs/NAMs. Back in the day, they had to be signed off at Flag level. My NAM was signed off by the Fleet 3-Star.
