Can a 19A LT in the National Guard volunteer for deployments with other Armor/Cav guard/active duty units?

If so, how likely are they to get it if they apply for it? I think I will want to deploy way more often than my National Guard unit after I commission.

Short answer yes. They keep changing the name but there is a NG website that posts both AGR positions and deploying unit shortages. Used to be called Tour of Duty.

You can always look for deployment opportunities on the Tour of Duty website https://mobcop.aoc.army.pentagon.mil/

I recommend building your profile/resume on it and updating it at least annually and as things change (ie PT test, OER, awards, PME); in other words, update it as you would your personnel file. Each announcement may ask for additional documents. When you want to apply for something, you’ll be good to go for the exemption of a couple of documents such as letter of recommendation or RPAM statement (if applicable) that may require a particular date stamp on it.
