Between reduced budgets and backlogs, what systems are in place to decide which USAR NCO's are sent to Primary Military Education first?

It's not all about the OML anymore according to my CSM. He explained to the BN yesterday in our NCOPD that big Army now wants NCOs in NCOES right away. Meaning if you want to go, it's your schools NCO job to get you in.

With the STEP system a Soldier is not eligible to attend NCOES until they are promotable. You can put in a request to train ahead if you have a strong enough justification but that is another conversation entirely.

What happened to train then promote? Or when they are ready? Don't send just because they are E5 and enough time to be eligible for E6 if they are getting 4 and 5s....

Seldom does your budget meet your requirements.
My Advice:
Put them all in, for times of their choosing. If they are go-getters, they'll go sooner. Less motivated ones, later.
When your command says that you don't have seats, put them in wait status.
There are certain certainties in budgeting -
Quota are arbitrary, and do not reflect requirements at a given point, but rather a percentage of total positions. Other units within the command will have "down" years, and not use their allotment of slots. You may only have so much money that is yours, but there is more that is "ours" and the higher-echelon commander decides how to allot it. Who gets it is he who asks first and demonstrates a need. Go get it, and make them say no.

Ones that waited to go to school until August and don't get to go as a result, have no one to blame but themselves... but that's ok, because October of FY17 would be just around the corner.
