If they are go-getters, they'll go sooner. Less motivated ones, later.<br />When your command says that you don't have seats, put them in wait status.<br />There are certain certainties in budgeting -<br />Quota are arbitrary, and do not reflect requirements at a given point, but rather a percentage of total positions. Other units within the command will have "down" years, and not use their allotment of slots. You may only have so much money that is yours, but there is more that is "ours" and the higher-echelon commander decides how to allot it. Who gets it is he who asks first and demonstrates a need.
