I have read the various tables showing which commands and which percentage promoted and which branches promoted how many, this included all BZ, PZ and AZ looks. We all know the PME requirements, civilian education, ACOM differential preference and AR 600-3 bench marks and KD positions. What do you think were some of the delineating factors?
