My previous COC was dealing handing them out like candy at a parade but with our new COC it doesn't seem like we are handing them out as frequent. I think the Bar to reenlist is a good tool if used properly. Some Soldiers that where Barred in the past didn't necessarily deserve a Bar where as some did. For the ones that did, from my experience as retention NCO at the time, it seemed to help motivate them and they overcame them pretty quickly. For those that didn't really deserve a Bar but the command felt they did, it kind of demotivated them. Overall, very useful and successful tool though I think.
