We actually had some fat back then, so it didn't hurt quite as bad as it will hurt now. Clinton had a divided Congress, but he wasn't afraid to reach across the aisle to the political opposition. Very simply put enact a flat tax across the board with no loopholes for the ultra-rich to slip through the cracks. This would make it fair for everyone. I may only make $900 a month but I would pay a flat tax. The problem here is that there would essentially eliminate refunds.
