Some people were wearing a parts of military fatigue type uniforms from the Korean War onwards - mostly the clothing was from the vietnam war era.
However, the bulk of people are wearing comfortable clothing especially those in wheelchairs and using walkers and the few who need assistance to walk because of mental issues.
The most common piece of clothing are baseball style saps displaying branch of military service or specific units with pieces of "hardware" attached like units crests, branch insignia, medals, etc.
Most of the veterans tend to be thoughtful and joyful when they come across comrades they have known. Over the years I have seen very few who are combative.
In the areas of the country where veterans have been mistreated I would expect more combative or defensive attitudes and attire such as what you have depicted :-), LTC Stephen F. However, like TSA, implied threats are taken seriously at some VAs. I recall one veteran whose computerized medical record had a large alert to notify Police Service pop up across the screen when my staff entered his info. She came to get me to show me. I looked out the office and saw an ordinary vet, nothing out of character. I approached him to ascertain the reason for his visit and he was pissed that he didn't get his diabetic shoes from two months previous. I agreed with him and walked him down to get his shoes (while my staff contacted our VA Police). When the Police Officer showed up, the therapist was already working with the veteran trying on some shoes. I asked the Police Officer and he indicated that one of the doctors was intimidated by this guy apparently because he is loud and had the restriction placed in his chart. Now that I understood the alert, I dismissed the Police Officer and stayed with the Vet so that we could complete his visit. He got his shoes, thanked the therapist and walked away bitchin' that it shouldn't have taken this long. I agreed, he shook my hand and left.

I still love the shirt.....
