I always took that to mean organizations like a police department, fire department, etc, and always figured you&#39;d be met with some odd looks but at least you&#39;d be in the right. My two cents is that if I was in uniform and encountered an identified or uniformed Officer under saluting circumstances, I would salute and let them correct me from there if they felt it necessary.
