As a member of the NG, am I authorized to wear another state's ribbon that I received while down in DC for the Inauguration in 2017?

I'm with the NYARNG. I received a Washington D.C Community Service Ribbon while down for the Inauguration in 2017. Am I authorized to wear another state's ribbon?

Also, the Community Service Ribbon (DC) is the same design as the Medal of Valor (NY). I don't know if that is an issue.

I've always found it odd that I can wear ribbons I earned in the Air Force and when I was enlisted but I can't wear state ribbons from when I was in the NG. Also kinda bugs me that I cannot wear my service stripes.

It all depends... Each TAG will determine the wear of previous awards/decorations from other states.
Does your state authorize the wear of District of Columbia awards while in a Title 32 status.
You'll have to check with your S1 and/or your State's Department of Military Affairs in NY they call it the New York Division of Military and Naval Affairs since the ARNG regulation from NY isn't all that clear...
Per DMNA Reg 672-1, dated 20 October 2017, page 4-3,
CHAPTER 4, WEARING OF DECORATIONS, SERVICE MEDALS AND BADGES,
4-2. PRECEDENCE
d. State awards issued by other states. New York State awards will be first, state awards
from other states in which a member was a previous member will follow in order of that state's
order of precedence, state awards from other states awarded to a New York State military
member, will follow in order of the date of issue of the award.
4-3. WHEN WORN. Occasions when it is proper to wear decorations, medals, badges and corresponding service ribbons are prescribed in the appropriate regulations of the Armed
Forces of the United States. The order and precedence of the wear of state awards/ decorations is at the discretion of the respective State Adjutants General. Each TAG will determine the wear of previous awards/decorations from other states.

Generally speaking every state has a criteria for awards, I have served in FL, SC, TX, and CA and none of them let you wear awards from other states.
