They are to stop ISSUING them, but I have not seen any ALARACT, DA, or DODI directive indicating a mandatory replacement. My thought is that they are planning on doing like they do for uniforms: Wear them until they break/die, then replace them with the correct stuff. There are benefits to replacing them on your own (PERSEC), but no requirements issued. Only took me the drive there really.. The guy did it in 2 minutes.
