It's clearly stated in black and white what's allowed. One tells you what you can wear, the other tells you HOW you can wear it. Also, more often than not, it is a Division or Post policy as to when Soldiers can wear the fleece cap during cold weather. And, after reviewing DA Pam 670-1, date 1 July 2015, it states the foliage green or black.
